Is there a greater gap than ever between funder and funded? At the same time as grants programmes become more specific and sophisticated, commissioning and procurement are increasingly the means by which many services are funded. Many foundations are repositioning themselves as strategic funders, so the complexity of the linkages between sources of money and recipients in the voluntary and community sector increases.
