The question of what to pay people is a complex one in any environment. For the large, private-sector corporate employer the issues centre largely on balancing fairness and consistency with the need to manage (although not necessarily reduce) cost and drive performance. For a smaller, commercial business these still apply but often the emphasis is much more on the cost issue and many small businesses simply pay whatever it takes (within reason) to get the individuals they need or want. In the public sector the spotlight shifts across all of these issues, but decisions about setting and managing pay for public sector workers often depend on the current top-down imperative of the day.
