International aid was recently back in the dock again as a result of Sorious Samura’s shocking film on the mixed performance of foreign assistance in Africa (‘Addicted to Aid’, Panorama, BBC1, 24 November 2008). The awful scenes that he found on his unannounced visit to Mulago Hospital in Uganda reminded that good intentions and lots of money do not, on their own, ensure effective development assistance.
