As I sit down to write this article at the start of 2008, it is already clear that the coming year will see major developments on the thorny issue of public benefit. While the Charities Act 2006 includes a large number of important technical changes which will impact on all areas of charities’ work, it is the issue of public benefit which will continue to attract the most attention.
